Provides project management for a wide variety of capital improvement projects (such as fire and rescue stations, libraries, police stations, including the design and construction of new facilities), and renovations and feasibility studies. Manages assigned building projects from concept through project close-out. Manages and negotiates professional architectural and engineering design contracts, reviews design plans and specifications, and assures projects are executed within established budgets and schedules. Assists with land acquisition of properties for public use. Coordinates using agency requirements into the design of county building projects.
MINIMUM QUALIFICATIONS: Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.
CERTIFICATES AND LICENSES REQUIRED: Must have a valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
Possession of a valid Virginia professional engineer or architect license. An individual who possesses a valid professional engineer or architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
PREFERRED QUALIFICATIONS: Progressive project management experience including planning, scope, budget development, site assessment, coordinating land acquisition, consultant selection, negotiations, contract management, design, quality control, and construction administration. Excellent oral and written communication skills and experience with both public and internal presentations to various audiences. Knowledge of local, federal, and state building and site development codes. Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project. Proven experience in collaboration and teambuilding with various groups. Experience with financial and budgetary planning at the project and program level. Experience with quality assurance, value engineering, sustainable development, and safety training and awareness.
The successful candidate will be highly motivated and self-sufficient; possess the skills necessary to work in a fast-paced collaborative team environment, and oriented toward providing outstanding customer service to end users and project stakeholders.
