Position Description The Director, U Card Office is responsible for the administration, operation and maintenance of all aspects of the official University of Minnesota’s identification card program. The campus card identification program includes photo identification, an optional banking feature, building access, campus service access (library copiers and printers, print labs, equipment check-out and meal plans), the University’s meal plan program (FlexDine) and the campus declining balance program, Gopher GOLD™. The U Card Office provides operational oversight and direction to the Twin Cities campus card program, and provides leadership and oversight for the card programs on the University’s four system campuses. The U Card Office is known throughout campus for its exemplary customer service and is committed to maintaining and enhancing a comprehensive card system that supports the needs of the University system.
The U Card Office has an annual operating budget of approximately $800,000 and employs 10 FTE of full-time and student employees. The Director, U Card Office reports directly to the Executive Director, Contract Administration and the department is part of the University’s Auxiliary Services division.
Position Responsibilities 35% Operational Oversight & Customer Service ? Direct and provide leadership for all U Card operations ? Provide day-to-day management oversight and direction for Twin Cities campus U Card operations and programs ? Supervise staff including hiring, firing, employee training and evaluation ? Develop and implement employee engagement programs and initiatives ? Identify campus card needs and requirements. Strategically advance campus card operations and initiatives ? Identify and address all operational and customer service issues and concerns ? Develop, implement and monitor all U Card related policies, Regents policies, procedures and processes, including government regulations associated with campus card operations ? Ensure customers and clients are consistently treated with professionalism and respect. Survey customers as needed ? Provide support, advice and leadership to coordinate campus card programs ? Direct and develop a business environment that values and promotes customer service and emphasizes a service-approach in all day-to-day operations with all employees
20% Strategic Planning and New Initiatives ? Provide short and long term strategic planning related to the development and implementation of all campus card related initiatives including potential new campus card programs ? Develop card technology standards and maintain system-wide, integrated U Card programs and applications. Promote, develop and monitor card applications ? Develop and expand Gopher GOLD™ and other campus card initiatives ? Develop and implement project plan for Hybrid Card in conjunction with Metro Transit and Parking & Transportation Services ? Prepare annual workplans that are comprehensive, complete and aligned with University and University Services strategic goals ? Understand industry standards and ensure plans are in place to exceed standards whenever possible and integrated into departmental strategic plans ? Identify, develop and implement short and long range operational and staffing plans ? Implement new, innovative initiatives and programs
15% Fiscal Management/Stewardship ? Prepare annual budget and provide ongoing financial oversight of U Card revenues and expenditures. Develop financial reports and operating indices ? Ensure budget estimates are on target or explanations for variances are available and defendable ? Develop rates that remain competitive with the industry and local marketplace for comparable goods and services ? Ensure fiscal decisions are aligned with identified goals and are made in a manner that benefits the University and meet margin targets ? Manage and direct University resources and ensure assets are appropriately managed. Ensure good stewardship is evidenced ? Ensure ongoing efforts to identify and implement efficiencies and cost saving processes are evidenced
15% Human Resources ? Supervise staff including hiring, firing, employee training and evaluation ? Develop a workplace environment that values and promotes diversity ? Develop and implement employee engagement programs and initiatives and professional development opportunities for all employee groups ? Develop and lead workplace initiatives that ensure employees are treated fairly, respectfully and professionally ? Develop a respectful, inclusive and diverse work environment within the department ? Handle and manage personnel matters in a professional, sensitive, thorough and timely manner ? Ensure all employees understand performance expectations and are evaluated annually
15% Administrative Oversight ? Develop sound operational standards and business practices ? Provide support and advice for University departments and collegiate units in analyzing and determining campus card requirements ? Remain current and research new developments and practices in the campus card field ? Develop and maintain a positive partnership with: University Purchasing Services, Office of the General Counsel and other University departments, collegiate units, vendors and the broader University community ? Prepare quarterly, annual and other reports as requested ? Promote U Card programs, offerings and initiatives and represent the U Card office at various industry events. ? Develop card technology standards and maintain system-wide, integrated U Card programs and applications. Promote, develop and monitor card applications ? Maintain the U Card Checking contractual relationship with TCF Bank representatives and branch managers; monitor campus/bank engagement activities that support the campus community. Provide leadership for the current TCF Sponsorship Committee ? Monitor DOE Cash Management Guidelines compliance and engage proper departments as needed.
Work Schedule: Monday - Friday 8:00am - 4:30pm with occassional evening and weekend hours
Anticipated Starting Salary: $77,000 - $81,000
Minimum Qualifications • Bachelor’s degree with at least eight years of experience and prior oversight of a small department or cross-disciplinary team • Five to eight years of proven management experience • Previous experience supervising full-time (non-student) employees • Ability to communicate effectively in writing and orally • Demonstrated organizational skills and ability to work independently • Demonstrated track record in providing exceptional customer service • Demonstrated ability to work successfully in a collaborative/consultative environment • Demonstrated ability to work successfully in a diverse work environment
Knowledge, Skills and Abilities • Experience working in/managing campus card programs • Knowledge of and experience with business banking regulations • Knowledge of and experience working with contracts • Ability to manage several projects simultaneously
