CCE of Columbia & Greene Counties is seeking a full time qualified and experienced Team Leader responsible for overall leadership and management in the Association's Environmental and Natural Resources regional program areas including forestry, agroforestry, watershed, invasive species management, biodiversity preservation, and energy conservation. The Team Leader supervises a team of program staff with additional oversight to a large team of volunteers. Key responsibilities include program assessment, development, delivery, evaluation, and research with particular emphasis on administrative responsibilities including program direction, management and funding.
The Team Leader oversees the Association's relationships and collaboration with key partners including Watershed Agriculture Forestry Program, New York State Departments of Environmental Conservation and Environmental Protection, and other partners.

Master's Degree in Environmental and Natural Resources or related field and 4 – 5 years related experience 3 years supervisory experience is required.
Familiarity with theory and practice of the environment and natural resources.
Demonstrated ability to sustain substantial program funding through successful grant research, writing and management.
Ability to work with diverse stakeholders.
Proficiency in Microsoft Office suite, database and internet software including Word, Excel and PowerPoint.
Ability to communicate effectively through oral, written, and visual channels and educational tools.
Ability to develop, initiate, plan, organize, implement, teach, and evaluate informal educational programs.

Position Responsibilities & Essential Functions
Program Assessment - 10%
Provide program leadership in the application of environment and natural resource subject matter knowledge to identify gaps and trends in the community.
Lead the development of the program needs assessment of the ENR Program Areas.
Make recommendations for programmatic offerings, enhancements or improvements.
May be involved in multidisciplinary and multi-Association team efforts to assess program.
May have direct linkage with other Land Grant University faculty and program units for program assessment guidance.
Ensure program assessment is within scope of the statewide Plan of Work.
Program Development - 15%
Lead the application of subject matter knowledge to develop educational strategies.
Guide the Association in program development that fits the goal of sustaining the ecological, economic, and aesthetic values of rural landscape in the Catskill Mountain/Hudson Valley region in New York State.
Provide overall program leadership in the application of Environment and Natural Resource subject matter knowledge to develop educational strategies.
Provide leadership to support Association efforts to engage in regional collaborations related to forest stewardship, water quality, biodiversity preservation, and energy conservation to develop education strategies.
Apply high level disciplinary subject matter knowledge to develop educational strategies in support of the ENR programming.
Develop educational programs designed to encourage sustainable stewardship of privately owned natural resources including forests, watersheds and related topics, such as invasive species, in the targeted region.
Ensure program structure meets the need of diverse program participants.
Make programmatic changes based on program evaluation outcomes.
Develop program resources designed to help the targeted community adopt sustainable economic development in the area of natural resources.
Create innovative or alternative (to existing delivery models) educational programs that meet programmatic and community needs, and changing regional and statewide issues.
Use a system of ongoing involvement of citizens in the program development process which expresses the demographics of the community.
Interpret Association and University program direction to create educational programs.
Ensure program development is within scope of the Association and statewide Plans of Work.
Create program materials to address volunteer, adult and/or youth participant needs.
May be involved in multi-disciplinary and multi-association team efforts to develop program to address priority issues.
Maintain direct linkage with Cornell University faculty and program units for program development guidance.
Working with the Executive Director and other program staff to integrate the existing work and resources of the Association and identify opportunities to create complimentary programming in the future.
Program Delivery - 10%
Provide ENR programming to targeted audiences using a variety of delivery methods.
Serve as subject matter expert in discipline to program staff within the Association, local agencies and other groups as they are identified. Provide highly complex nonstandard responses.
Lead the application of subject matter knowledge to create lesson plans to deliver educational program.
Teach the existing educational program as defined. Deliver trainings, including but not limited to presentations, workshops, seminars, conferences, individual consultations, electronic and digital media in support of program delivery.
Teach the innovative educational program with discretion.
Foster acceptance of program, methods and policies to address community and individual needs and consider diverse audiences.
Provide educational program efforts via mass media.
Interact with program participants.
Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery and provide engaging and well-prepared presentations.
May be involved in multidisciplinary and multi-association team efforts to deliver program.
Maintain direct linkage with Cornell University and other Land Grant University faculty and program units for program delivery guidance.
Utilize a variety of proven educational methodologies. Ensure program delivery is within scope of the Association and statewide Plans of Work.
Program Evaluation - 5%
Provide leadership in analyzing and evaluating ENR programs and discuss with the Executive Director and the ENR Team ways for strengthening and improving programs.
Design program evaluation framework and evaluation tools based on subject matter knowledge.
Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.
Lead the application of subject matter knowledge to evaluate educational program.
Implement program evaluation process.
May be involved in multi-association team efforts to design or analyze program evaluation.
Provide direct linkage with other Land Grant University faculty and program units for program evaluation guidance.
Interpret evaluation data to the constituencies.
Communicate evaluation results and findings.
Interact with various constituencies to obtain their evaluation of programs.
Ensure program evaluation is within scope of the association and statewide Plans of Work.
Applied Research- 5%
Collaborate the applied research process under the leadership of Cornell University faculty as outlined in CCE program definition and standard.
Collaborate with Cornell faculty to design or create applied research collection framework as outlined in CCE program definition and standard.
Maintain direct linkage with Cornell University faculty and program units for guidance in applied research.
May have direct linkage with other Land Grant University faculty and program units for guidance in applied research.
Communicate social and economic changes to Cornell University specialists that may be studied and/or acted upon.
Ensure applied research is within scope of the statewide Plan of Work.
Direction - 20%
Program Direction - Provide complex administrative tasks to plan the educational program.
Lead the interpretation of Association and University program direction to plan educational ENR programs.
Lead the ENR Program Team in planning of the delivery of established educational programs.
Provide leadership to support the planning of educational program and activities for ENR activities, presentations, the Greene County Youth Fair, The Columbia County Fair and other events.
Provide leadership to the planning of the structure of delivering educational programs via various methods.
May assist in the design of a system of ongoing involvement of citizens which expresses the demographics of the community.
Financial Direction - Provide leadership for financial direction of program and plan effective strategic funding efforts to include:
Research, identify and set goals for grants and to secure funding for high-quality, research based ENR programs.
Anticipate or project expenses to develop a budget.
Propose or develop program budget based on established financial guidelines or procedures.
Develop staff salary allocations by funding source in consultation with the Executive Director and Finance Manager.
May assist in establishing financial strategies.
Communication/Marketing Direction - Provide moderately complex administrative tasks in planning for mass media efforts related to program/function.
Lead the planning of effective strategic external and internal ENR program communication/marketing efforts;
Support the development of a shared Environment and Natural Resources and Association vision, building understanding around the mission and developing appropriate goals and strategies to advance the mission.
Lead the utilization of good marketing strategies in the generation of an appropriate public image.
Plan for mass media efforts related to program/ function.
Assist in developing and/or enhancing/ expanding relationships with appropriate agencies, organizations, industries and community leaders for the ENR programs.
Assist in developing an Association's marketing program, keying in on successes, research initiatives and flagship programs.
Assist in planning major public affairs events and functions.
Staffing Direction - Perform complex tasks related to supervisory responsibility as applicable.
Assist in planning organizational leadership development strategies.
Develop program staffing plan in consultation with the Association Executive Director, Finance Manager & Senior Administrator.
Management - 20%
Solve problems and resolve conflicts that arise in the operation of the unit, utilizing appropriate policies and procedures.
Manage the allocation of resources needed to run high-quality, research-based environmental and natural resource development programs in Columbia and Greene Counties.
Provide complex administrative management support to the organization, including leadership to facilitate problem solving and conflict resolution related to program operation.
Provide leadership for the management and oversight of the Siuslaw Model Forest.
Program Management - Provide complex administrative management of established educational program goals.
Manage the Association's key collaborative relationship with the Watershed Agriculture Forestry Program, New York State Department of Environmental Conservation and Environmental Protection, New York City Department of Environmental Protection, and other critical partners.
Monitor program to ensure that educational content conforms to research base, policies and objectives of the Association and is research knowledge-based.
Manage program activities to Association Plan of Work.
Identify, develop, enhance and engage networks of volunteers and volunteer leaders.
Lead volunteer recruitment and involvement.
Financial Management - Provide complex administrative tasks in guiding the implementation of the program budget.
Write grant proposals based on available opportunities and goals of the ENR program.
Provide leadership to and ensure submission of grant and funding proposals.
Communicate needed compliance with established financial requirements, including grants and contracts requirements to program staff, volunteers and community stakeholders.
Recommend adjustments in budget, when allowed, to realign with changing needs.
Assist in reviewing funding opportunities and grant proposals.
Monitoring income/ expense to ensure the spending is within budget constraint.
Manage allocation of resources according to established financial strategies.
Manage compliance to established financial requirements, including grants and contracts.
Communications & Marketing Management- Provide moderately complex administrative tasks in guiding the implementation of communication strategies on the ENR programs.
Staffing Management - Perform complex tasks related to supervisory responsibility as applicable.
Provide supervision and guidance to program staff, including those performing similar work, and volunteers. Carries out staff supervisory responsibilities in accordance with the Association's policies and applicable laws. Responsibilities include interviewing, and hiring staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Jointly develop and review progress of assigned staff development plans as needed to increase staff competency. Assures positive, team-based employee relations.
Provide leadership for and facilitate program advisory committee meetings.
Provide guidance and oversight to ENR volunteers.
Coordination/Operation - 10%
General Coordination - Provide a limited amount of complex tasks related to program needs.
Provide orientation and training to ENR program staff and volunteers.
Travel to various locations in an effort to meet program material and marketing needs. Examples include but are not limited to purchasing and/or delivering program materials, taking photos, etc.
On an occasional basis, transports self also lifting or moving program materials or resources to program settings.
Program Coordination- May provide complex administrative support to the implementation of the assessment, development, delivery, research and evaluation of established educational program goals.
Coordinate program activities with the ENR Program team, volunteers and project partners.
Carry out ongoing program need assessment.
Provide administrative leadership to the coordination of assessment, development, delivery, research and evaluation of established educational program goals.
Collect program needs assessment databased on existing framework.
Financial Coordination/Operation - Provide moderately complex administrative support to accomplish financial goals within assigned program/ function.
Provide leadership to and ensure submission of grant and funding proposals.
Ensure grant and funding proposal completion.
Ensure grant-funding requirements are met.
Communication/Marketing Coordination - Provide moderately complex administrative support to conducting mass media efforts related to program/ function.
Maintain effective working relations with legislators, local government leaders, community leaders, funding agencies, etc.
Staffing Coordination - Perform moderately complex tasks related to supervisory responsibility as applicable.
Provide leadership to implement ENR program unit staffing plan.
Track and report program staff salary allocations by funding source.
Professional Improvement - 5%
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
