The Pediatric HIV/AIDS Cohort Study (PHACS) is a longitudinal cohort study investigating the long-term effects of HIV infection and ARV (antiretroviral) medications in children and young adults who were born with HIV or born exposed to HIV. The study follows newborns, young children, adolescents, and young adults. The PHACS Data and Operations Center (DOC) provides leadership for the development and implementation of ongoing research protocols and analyses and oversees study activities at 21 clinical research sites as well as multiple other PHACS contributing organizations.
The Program Director (PD) provides overall, day-to-day oversight of the operations and activities of the Pediatric HIV/AIDS Cohort Study (PHACS) Data and Operations Center (DOC). The PD also ensures close communications among two major subcontractors -- Westat (a contract research organization) and Frontier Science Foundation/FSTRF (a data management center) -- and the 21 Clinical Units (CU). The successful candidate for this position will possess both strong managerial skills and a solid grounding in research principles, methods, and design. Under the direction of the PHACS DOC Principal Investigator (PI), the PD will be either directly responsible for, or indirectly (through delegation to Westat and FSTRF), the following responsibilities:
- Overseeing the technical and administrative management of all DOC operations and subcontractors, including 21 clinical research sites, the PHACS data management center, as well as a Contract Research Organization providing regulatory and protocol support and site monitoring; ensuring regulatory compliance of all PHACS DOC activities - Overseeing protocol implementation and regulatory management at clinical units and Harvard and CU site monitoring - Directing the development of essential documents such as new research protocols, protocol amendments, procedure manuals, PHACS network policies, enrollment reports, data collection instruments and schedules - Managing and taking part in the Site Evaluation Subcommittee, supervising the development of site-specific performance reports and summaries and network-wide performance reports - Identifying training needs and developing and implementing new initiatives and trainings to ensure the accurate and efficient implementation of research protocols - Advising the PI and Finance Manager on the equitable allocation of resources among PHACS subcontractors based on their scope of work - Directing the PHACS DOC programming structure, and monitoring the initiation, progression, and completion of programming assignments - Serving on PHACS leadership committees, and participating in regular conference calls and meetings - Participating on data analysis and manuscript writing teams - Contributing to grant applications and annual NIH reports for continued funding and new initiatives - Directly supervising two employees, the PHACS Staff Assistant and Senior Project Manager - Other related duties as assigned

- Master's Degree in a related field (i.e. - public health, health management or administration, etc.) required - 7+ years of related experience required - Prior supervisory experience required
- Doctoral Degree in a related field (i.e. - public health, health management or administration, etc.) preferred - Extensive professional experience with managing human subjects research strongly preferred - Experience managing a multi-site, human subjects research study strongly preferred - Advanced knowledge of regulations governing NIH-funded human subjects research and the process of developing and implementing a longitudinal, epidemiologic cohort study strongly preferred - Experience applying for NIH grants strongly preferred - Prior research experience in an academic setting preferred - Experience implementing a study in a matrix-management environment preferred - Strong Microsoft Office experience and skills preferred
