Join us and help people live healthier lives while doing your life's best work.(sm) This position will work at the direction of the Vice President to develop, implement, support and evolve the operations of Regional Accountable Entity (RAE) Contract Requirements and future areas of progress and growth of the RAE. Areas of operation relate to behavioral health, physical health and social determinants of health with a specific, but not limited, focus on Behavioral Health, Network, and Population Health Management. This position will serve as the Program Officer and RMHP's primary point of contact for the Contract and for Contract performance. The Program Officer will work out of an office within the contracted region. Positions in this function include those responsible for a variety of functions in areas such as health services, clinical services and the delivery of clinical care. Positions in this function are responsible for the development and / or on-going management and administration of clinical programs. Primary Responsibilities Serve as the primary point of contact for the Contract and for Contract performance Provide implementation support, measurement standards, and revisions as needed that incorporate applicable best practices with proven outcomes Provide oversight for assigned staff Provide operational oversight across RAE functions and organization departments. Be accountable for all other Key Personnel and other personnel and ensure appropriate staffing levels throughout the term of the Contract Monitor all phases of the project in accordance with work plans or timelines or as determined between the Contractor and the Department Facilitate ongoing process improvement activities for identified RAE operation functions Develop and maintain operational monitoring processes for RAE contract requirements, reports and deliverables Ensure the completion of all work in accordance with the Contract's requirements. This includes, but is not limited to, ensuring the accuracy, timeliness and completeness of all work Develop and present regular statements of compliance, achievement and areas of growth to help inform executive and leadership teams Participate in Network recruitment, engagement and contracting in compliance with UHG requirements Collaborate with and develop reciprocal operations and processes with Reunion and other community partners Provide supervision to operations teams. Participate in Department-led meetings to discuss the progress and direction of the Program Collaborates with all necessary RMHP departments and external entities for the effective development, implementation, and integration of RAE initiatives as directed and in alignment with the RAE contractual requirements Prepares annual budget and establishes controls to stay within the specified limits of that budget, contributing to cost-effective operation of the company Uses comprehensive project management including planning, development, coordination, monitoring, reporting and evaluation of program / initiatives implemented collaboratively by other core processes or outside entities in accordance with the Mission, Vision, and Guiding Principles of the company Responsible for maintaining and enhancing RMHP's reputation as the leader in managed health care Selects, trains, develops, appraises, and motivates qualified staff to effectively carry out department functions Provides for the continuity of managerial and specialized skills. Takes corrective action as necessary on a timely basis and in accordance with company policy Consults with HR as appropriate Respect confidentiality and maintain confidences as described in the Confidentiality Security Agreement that is signed by all employees. The ability to maintain confidentiality is a critical and essential component of this position This position requires travel. Requires independent, reliable, flexible, and on-demand, transportation at the incumbent's expense for travel between various locations and timely arrival and departure from various locations. Required Qualifications: Master's degree in behavioral health, related field, or the combination of education and experience that would enable performance of the full scope of the position Experience designing and / or administering health programs and developing health care policy Experience in rural community health center or related operations, Case Management experience with child welfare agencies, and direct clinical care experience with adolescents, families and adults Leadership experience in health plan operations, with emphasis on behavioral health care management Experience managing projects or contracts of similar scope and size Quality Improvement and Population Health Management expertise in both Primary Care and Behavioral Health Settings Knowledge of and experience with health care delivery system reforms and Medicaid programs, including federal and state regulations Experience developing and operationalizing a Behavioral Health Integration Program, experience in strategy development within the community mental health center system, and in-depth experience providing both oversight and subject matter expertise to a major Medicaid procurement process Careers at UnitedHealthcare Community & State.
