Responsible for providing overall strategic leadership and management of the planning, development, coordination, implementation and evaluation of educational programs and supervision of staff and volunteers in CCEHC's program areas: Community & Economic Vitality, Nutrition & Healthy Families, and Natural Resources. The Senior Issue Leader works directly with staff and the Board to develop strategic alliances across multiple program areas to leverage staff strengths and community resources to fulfill the Association Plan of Work and to meet community needs. -Represent the Association before the public, community leaders, government officials and Cornell University in conjunction with program area responsibilities. -Responsible for the effective strategic assessment of community needs, planning and management of financial and staffing resources available for multiple program areas and for assuring accountability and affirmative action requirements are met within each area. -Responsible for strategic fund development, coordination of finance and staffing resources and grant writing to meet Associations' and NIFA's priorities, program sustainability, and fulfilling program needs as defined through assessment and planning processes. -Lead the application of research to local issues and involvement in research projects responsive to local concerns. -Consider and promote strategic connections between multiple program areas to leverage staff strengths and program models to meet identified community needs and to fulfill Association Plans of Work. -Connect with other Associations and Cornell faculty/area teams to examine and develop regional efforts in program and research related to Extension mission, priority programs and issues. -Based on needs assessment, plan, develop and facilitate local community task forces/networks to bring together agencies with the goal of combining resources for local programming, cutting back on duplication of services and increasing services available to the community. -Develop strategic relationships and maintain existing community partnerships and collaborations already in place to help bolster community and economic development by using ongoing assessment and planning activities to drive program direction and capacity building efforts. -Understand, interpret and ensure compliance with the rules and regulations of local volunteer involvement policies and procedures, and the Volunteer Code of Conduct. -Develop and maintain effective working relationships among the staff, other Extension Associations, the Leatherstocking Region Shared Business Network, Extension Administration, Cornell faculty, and stakeholders. -Identify, develop and implement strategies to meet staff and volunteer training needs.
Master's Degree appropriate to the responsibilities of the position and in a field related to the major Association program areas of Community & Economic Vitality, Nutrition & Healthy Families, and Natural Resources.
Four (4) years of progressively responsible experience in related position. PhD may substitute for 2 years' experience.
At least one year of substantive leadership and management responsibilities including human resources, finance, and organizational management.
Demonstrated ability in strategic planning, ability to establish and communicate program goals and objectives, and to set a meaningful and achievable plan of work with a team.
Demonstrated knowledge of effective management practices and procedures, including budget development and management, proposal writing, and personnel management.

Program Delivery (10%)
Apply subject matter knowledge to create lesson plans to deliver educational programs.

Interact with program participants.
Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.

Applied Research (10%)
Collaborate in the applied research process in conjunction with Cornell University and/or other Land Grant Universities as outlined in CCE program definitions and standards.
Collaborate with Cornell and/or Land Grant University faculty to design or create applied research collection framework.
May maintain direct linkage with Cornell and/or other Land Grant University faculty and program units for guidance in applied research.
Communicate social and economic changes to Cornell University Specialists that may be studied and/or acted upon.
Ensure applied research is within the scope of local and statewide Plans of Work.
Administrative Direction (20%)
Provide complex administrative leadership to plan the delivery of complex multiple programs via various methods and in alignment with Association and University Plans of Work.
Direct the ongoing involvement of citizens which expresses the demographics of the community via the Board of Directors and other stakeholder groups as appropriate.
Assist in the creation of the Association Plan of Work within the scope of the statewide Plan of Work.
Propose budgets based on established financial guidelines and procedures.
Plan effective strategic funding efforts for the Association.
With the Board of Directors, assist in leading the development of shared Association vision, building understanding around the mission and developing appropriate goals and strategies to advance the mission.
Lead the development or enhancement of expanding relationships with appropriate agencies.
Develop program area staffing and volunteer plans, as appropriate.
Administrative Management (10%)
Implement and manage policy established by the Board of Directors.
Provide complex administrative management support to the overall organization.
Provide strategic leadership to facilitate problem solving and conflict resolution that arise.
Provide strategic level program leadership for the entire program cycle of multiple program areas.
Monitor program to ensure educational content conforms to research base, policies, and objectives of the Association.
Lead program activities according to the Association Plan of Work.
Participate as an active member in the Leatherstocking Shared Business Network Administrative Management (AMG) meetings and other duties as specified in the MOU with CCE Administration and the approved Plan of Work.
Identify, develop, enhance and engage networks of volunteers and volunteer leaders to expand the reach of Association programs.
Provide strategic leadership in grant and contract submission process.
Review funding opportunities and grant proposals.
Monitor income/expense to ensure the spending is within budget constraints.
Manage allocation of resources according to established financial strategies.
Manage, coach, and guide staff compliance to established financial requirements, including grants and contracts.
Recommend adjustments in budget to realign with changing needs.
Effectively allocate human resources to accomplish program objectives.
Provide oversight for volunteers.
Supervise direct reports; provide direct feedback on performance through formal and informal channels; conduct formal annual performance reviews for direct reports.
Fulfill Association staffing needs including staff and volunteer recruitment, orientation, evaluations/performance reviews, corrective discipline, etc.
Administrative Coordination/Operation (5%)
Provide a limited amount of complex administrative tasks in support of multiple program area needs including but not limited to ensuring cross training where appropriate, facilitating communication, etc.
Professional Improvement (5%)
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

Support the Association to maintain a safe working environment.
