Posting Summary: 1. Manages the following units and associated staff in Facilities Management: (1) Business Operations: comprised of five units: Budget, Procurement, and Human Resources; Work Control; Transportation and Vehicle Maintenance; Environmental Health and Safety; and Movable Property. (2) Campus Planning, Design and Construction: comprised of two units: Planning, Design and Construction, and Roads/Signs. (3) Operations: comprised of three units: Custodial Services (contracted/in-house); Grounds (contracted/in-house); and Gentry Center. (4) Energy and Utilities: comprised of four units: Power Plant; EMS; Electrical; and HVAC. (5) Maintenance: comprised of seven units: Carpentry; Building Access; Electronic Technician; Masonry; Paint; Residence Maintenance; and Plumbing. (6) Sustainability: comprised Green Initiative Programs and two units: Surplus Property; Waste Removal (contracted) and Recycling. 2. Provides technical expertise on all aspects of daily facility operations and maintenance, including compliance with governing policies, regulatory requirements, accreditation and other requirements. 3. Prioritizes facility projects with multiple campus stakeholders in support of the university's mission and in alignment with its strategic plan and facilities master plan. 4. Develops a written plan for the Chief Financial Officer to present to various constituents. 5. Develops and implements a comprehensive preventive maintenance program for all university owned properties. 6. Develops and implements programs and schedules for energy and utility systems operations, equipment replacement, and support services. 7. Coordinates university Capital Planning and Construction and contract administration requirements with the Tennessee Board of Regents, State Building Commission, and other State of Tennessee agencies, as required. 8. Manages the annual inventory process for capitalized equipment, sensitive minor equipment and building inventory. 9. Prepares and monitors departmental budgets and project schedules to ensure current and long-term goals and objectives are fully met within fiscal, time, and other resource constraints. 10. Participates actively in meetings, committees, and events related to advancing university facilities and infrastructure. 11. Provides training opportunities for staff's technical and professional development. Communicates proactively with campus leadership, staff, students, and other constituencies on all facilities matters. 13. Completion of APPA: Leadership Institute, APPA Leadership Academy, APPA professional certification, and active participation in APPA preferred.
