Cornell Cooperative Extension of Seneca County has an opening for a full-time Association Sr. Resource Educator for the Waterloo, New York offices.
Position Summary: The Sr. Resource Educator for Cornell Cooperative Extension Association of Seneca County is responsible for providing in depth subject matter knowledge to the assessment, development, planning, delivery and evaluation of agriculture economic development educational programs on a county-wide basis. S/he also serves as a specialist for agriculture related questions/issues for the Association.
The primary audience for programming will include agricultural producers and related service providers; new entrepreneurs in production, processing and agriculture related businesses including agricultural tourism; and community members whose support of agriculture is important. Position will focus on enhancing the viability of local agriculture through product diversification, direct marketing, promotion of local product labels and value-added opportunities by linking with available expertise. Provide leadership for the development and promotion of county agricultural resources. The educator will represent the Association to the public, community leaders, government officials and Cornell University. Also responsible for working with faculty on applied research in agriculture economic development areas as well as serve on campus programs/issue teams.
Master's Degree in agricultural economics, marketing, business management or finance, public policy, agriculture, natural resources, or related discipline relevant to the role of the position.
2 years volunteer or related work experience.
Working knowledge of agriculture practices and the challenges facing agriculture locally and in New York State.
Ability to meet travel requirements associated with this position.
Ability to meet acceptable background check standards.
Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
Ability to transport/move supplies and equipment, climb stairs with or without reasonable accommodation.

Four years professional experience dealing with the public or private sectors of the agriculture industry.
Experience and/or background with Cooperative Extension.
Background or course work in leadership, management, education, and/or grant writing/management.
Experience in guiding and collaborating with volunteers.
Ability to identify and develop volunteer leadership.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS: PROGRAM RESPONSIBILITIES:
Program Assessment 20%
Develop program needs assessment.
Apply in-depth subject matter knowledge to identify agriculture program needs, gaps, and trends in the community in collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents within scope of the Association and Statewide Plan of Work.
Visit farms to assess educational needs.
Analyze program needs and make recommendations for programmatic offerings, enhancements or improvements by applying in-depth knowledge and exercising professional discretion and judgment.
Ensure that program assessment is within the Association Plan of Work and the mission of Cornell Cooperative Extension.
Program Development 20%
Apply in-depth subject matter knowledge to develop educational strategies, programs, materials and activities to meet identified needs and diverse interests of participants and volunteers.
Partner with economic development staff to develop programmatic strategies to strengthen and expand existing farms and agri-businesses, and attract industries complementary to agriculture.
Research, identify, and select appropriate educational and community resources and identify additional resources required for new programs and initiatives.
Select, adapt, and utilize curricula from approved CCE sources or apply in-depth knowledge to create curricula as needed.
Structure programs to meet the need of diverse program participants and meet changing local and/or regional issues.
Make programmatic changes based on program evaluation outcomes.
Create innovative educational programs to meet changing local needs.
Participate in Association multi-disciplinary team efforts to address priority issues where resources allow.
Utilize advisory committees to ensure that stakeholders are engaged in the program development process.
Program Delivery 10%
Serve as a local subject matter expert for general agricultural questions that are directed to the office; engaging Regional Teams and/or campus faculty when needed.
Deliver a wide variety of high quality educational programs for the public and the local agriculture community utilizing a variety of methods including direct teaching through group experiences, mass media, newsletters, electronic technology, use of the Internet and Distance Learning to enhance Seneca County and Finger Lakes Agriculture.
Educate and assist farmers in developing/maintaining business/production practices that meet regulatory requirements.
Educate legislative bodies and local officials regarding the challenges of the agricultural industry
Provide producers with education on market opportunities and business practices to enhance farm viability and profitability.
Provide educational and informational resources to those who represent the interests of the county agriculture industry to local and state government agencies; local and state legislatures; media and the public.
Represent CCE before the public, community leaders, government officials, and Cornell.
Program Evaluation 15%
Apply in-depth subject matter knowledge to create program evaluation framework.
Apply subject matter knowledge to evaluate educational program.
Seek and collect input from county agriculture advisory committees, program participants, volunteers and other key stakeholders to continually evaluate CCE Seneca County programs.
Analyze and evaluate collected program evaluation data.
Recommend changes to strengthen and improve programs.
Communicate evaluation results, outcomes, and recommendations to the Executive Director, Board, advisory committees, Cornell faculty, county and community leaders.
Applied Research 15%
Collaborate in the applied research process in conjunction with Cornell University Regional Ag Teams and faculty as identified and opportunities become available to design, create or implement applied research collection framework.
Communicate social and economic changes to Cornell University Specialists that may be studied and/or acted upon.
Maintain direct linkage with Cornell University Regional Ag Teams, faculty and program units for guidance in applied research.
Collect, process and analyze diagnostic lab samples.
Administrative Direction 5%
With input from the Supervisor, initiate and develop grant or other funding proposals to secure additional funding, actively involving Executive Director, committees, Board of Directors, Cornell faculty and Extension Administration as appropriate.
Provide input to the planning of a program budget based on program feasibility needs.
Plan effective strategic external and internal program communication and marketing efforts. Plan promotion of public events and programs including, but not limited to, assisting with mass media efforts related to upcoming events and programs.
Provide highly complex administrative tasks to support the planning of educational programs by interpreting Association and Cornell program direction.
Assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries and community leaders for the program.
Administrative Management 5%
Assist in solving problems and resolving conflicts that arise utilizing appropriate policies and procedures.
Identify activities and resources needed to carry out program priorities and goals in consultation and collaboration with supervisor, advisory committees, staff, agency partners, and other key community constituents.
Monitor program operating income and expenses and review of program financial reports.
Make recommendations regarding Agriculture program budgetary needs.
Effectively allocate financial resources to accomplish program objectives and assist with identifying ways to reduce costs and maximize existing resources within the Association.
Administrative Coordination/Operation 5%
Provide administrative support for program design and for the implementation of the assessment, development, delivery, research and evaluation of established educational program goals.
Collect evaluation and program needs assessment data from program participants based on existing framework.
Attend Farm Bureau, Agricultural Enhancement Board, and other partner agencies meetings as needed.
Visit farms to network and build relationship.
Utilize effective marketing and communication strategies in the promotion of programming to include, but not limited to, print media, news media, social media, multi-media efforts and the environmental change initiatives.
Prepare and submit grant or other funding proposals to secure additional funding, actively involving Executive Director, program committees, Board of Directors, Cornell faculty and Extension Administration.
Complete required documentation to meet contract, grant or budget requirements.
Effectively maintain existing professional relationships with other agencies, organizations and businesses to facilitate continued programming efforts.
Provide information as requested to assist with preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary
Professional Improvement and Other Duties as Assigned 5%
In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
Carry out assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.
Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
