Director-Government Relations – Central Region- Orlando
Florida Hospital Orlando seeks to hire a Government Relations Director who will embrace our mission to extend the healing ministry of Christ.
Located on a lush tropical campus, our flagship hospital, 1,107-bed Florida Hospital Orlando, serves as the major tertiary facility for much of the Southeast, the Caribbean and South America. Florida Hospital Orlando houses one of the largest Emergency Departments and largest cardiac catheterization labs in the country. We are already one of the busiest hospitals in the nation, providing service excellence to more than 32,000 inpatients and 125,000 outpatients each year.
The Florida Hospital Government Relations / Public Affairs Department is comprised of several departments, including Corporate Communications, Internal Communications, Community Impact, Community Benefit, the Policy Institute and Government Relations. The Public Affairs structure builds on the existing strengths of these departments and further enhances the relationship Florida Hospital has within the community. Each department is currently located at various campus locations.

The Director develops and implements Florida Hospital Central Region's public affairs and public policy agendas; implements corporate advocacy activities; assists management at Central Region hospitals with local and state public affairs efforts; and builds strong relationships with local state and federal policy makers. Proactively develops and communicates key public policy issues through a variety of communication vehicles. Adheres to Florida Hospital policies and procedures. Actively participates in outstanding customer service and accepts responsibility in maintaining relations that are equally respectful to all

Ability to interface and communicate effectively with a broad cross-section of system leadership and government/community/business leaders
Effective computer skills, particularly Microsoft Office Outlook, Word, Excel
Knowledge and appropriate implementation of applicable regulatory standards, rules, and guidelines: DNV, AOA, State of Florida, and related agencies
Working knowledge of the various clinical and business related departments of a hospital
Working knowledge of Microsoft PowerPoint (Preferred)
Detailed knowledge of governmental procedures including legislative and regulatory procedures (Preferred)
Understanding of local governments, including municipal and county level organizations (Preferred)
Bachelor's degree in business, political science, journalism, public administration, organizational communication or other applicable discipline
Master's degree in Business Administration, Health Services Administration, or other applicable discipline. (Preferred)
5-7 or more years in government/public affairs, issues management and/or corporate communications
Experience working with or within the legislative process
Licensure, Certification, or Registration Required:

SCOPE OF RESPONSIBILITY:
Uses keen understanding of important state and local public policy issues affecting Florida Hospital Central Division.
Utilizes understanding of formal and informal local, state and federal Legislative and government processes including regulatory/rules processes.
Understands and articulates complicated local, state and federal policy issues on such topics as Medicare, Medicaid, not-for-profit/tax-exempt status, tax policies and government budgets to internal and external audiences including leadership, state policymakers, and community leaders and organizations.
Proactively monitors, analyzes and forecasts local, state and federal legislative and public policy issues.
Drives research on state government and stakeholder policy issues.
Tracks trends and supervises forecasting tools for trends.
Proactively develops and implements issues management strategies for local, state and federal issues that impact Florida.
Interfaces proactively and effectively with FH and AHS Senior Leadership on all policy issues.
Educates/teaches staff about policy issues so that they can articulate issues and write reports and white papers as needed
Proactively creates and implements advocacy agendas.
Proactively assists Central Region Hospitals with state and federal policies/issues such as tax exemption, IRS community benefit standards, and CON
Consults with AHS and Florida Hospitals–and their local governments–on initiatives that expand access to health care for uninsured populations.
OPERATING & CAPITAL BUDGET/FINANCIAL RESPONSIBILITY:
Manages department budget and equity accounts. Consistently demonstrates strong leadership skills including proactive problem-solving, time management, analytical, and communication abilities.
STRATEGIC PLANNING RESPONSIBILITY:
Leads and manages staff relationships with local government and their staffs on regulatory and permitting issues impacting Florida Hospital
City of Orlando re: DRI and permit issues for expansion and other projects
Transportation issues such as light rail and road realignment
ECF Regional Planning Council
Health Council of East Central Florida
Develops and maintains positive relationships with key federal, state, and local policy makers.
State legislators including Senate President, House Chair, and key Committee chairmen (As assigned by Florida Division Senior Director)
Local government officials, with an emphasis on county governments
Elected officials' staff
State and federal agency and regulatory staff members (AHCA, LIP Council, etc.)
PERFORMANCE IMPROVEMENT RESPONSIBILITY:
COMMUNITY RELATIONS RESPONSIBILITY:
Maintains high visibility for FH at government and community events.
Actively participates in policy forums and organizations such as political hob nobs, Tiger Bay, etc
Presents FH policy-related projects at least once per year to national and/or state audiences
Serves on 2-4 community/government boards and assumes leadership roles as appropriate.
Actively participates in professional learning organizations such as the National Public Affairs Council
Maintains high quality standards, timely and accurate processing of information, and positive employee and stakeholder relations.
Performs other duties as assigned or directed to ensure the smooth operation of the department.
