Under the direction of the Parks and Recreation Director, plan, organize, and manage the Parks Planning and Development Division within the Parks, Recreation, and Community Services Department.
Work is characterized by a substantial amount of management, administrative and supervisory functions in scheduling, organizing, directing, evaluating and monitoring the planning and development of Kent's public park and trails system.
Duties and responsibilities include, but are not limited to, planning, coordinating and managing capital improvement projects and acquisition of park property and facilities; evaluation of existing facilities, defining deficiencies, and coordinating the design of new facilities to accomplish Park's goals and objectives; coordinating and participating in development and update of the Comprehensive Parks and Recreation Plan; assisting the Planning Department in developing and updating the City's Comprehensive Plan; preparing and administrating various grants for park and open space acquisition and facility development; preparing division and Capital Improvement budget; supervising and evaluating assigned personnel, consultants and contractors.
Work is performed independently under the general direction of the Parks, Recreation and Community Services Director. Incumbent makes decisions relating to the management and operation of the Parks Planning and Development division. The supervisor provides the incumbent with assignments in terms of broad practice, precedents, policies and goals. Work may be reviewed for fulfillment of program objectives and conformance with policy, practice, and/or objective.
Essential Duties and Responsibilities:
Plan, coordinate and manage Capital Improvement Projects from inception to completion.
Provides professional technical input to staff and consultants; ensures that all engineering, design and bidding meets Federal, State and City codes and department requirements.
Negotiate, prepare, implement and administer consultant and construction contracts.
Oversees the work of design staff, project teams and consultants, including engineering standards, specifications development, selection of consultants, fee negotiations, payment approvals, grant administration and project management.
Represents the City and makes presentations to City officials, other jurisdictions or organizations and the general public to explain technical design features, project priorities, or project modifications requiring additional funding.
In cooperation with the Director plan, coordinate and manage acquisition, leases and other real estate transactions involving public property managed by the Department.
Oversee the preparation and completion of various grants for park and open space acquisition and development.
Assist in the coordination of the department budget, and division and Capital Improvement Program budget; attend various meetings and make budget presentations; administer budget according to established procedures.
Prepare bond issue narratives, cost estimates, time lines, and justification of need; serve, when requested, on bond issue committees.
Manage park planning and urban design to identify and monitor City parks system issues, including inventory of facilities, master planning of parks, design, funding, and implementation of capital improvement projects, real estate acquisition, development, access, transfer, and management of the parks.
Participate in the development of policies, procedures, and standards relating to park planning and capital improvement programs; coordinate and assist in the development and implementation of park and recreation comprehensive plan and capital improvement program; assist the Planning Department in the development and update of the City's Comprehensive Plan and Capital Facilities Program.
Coordinate and assist in the preparation and update of the Parks and Recreation Facility Guide and the Trail Guide.
Assist Public Works in the development and review of landscape design and development projects related to transportation, civic beautification, street tree ordinances and removal, and site review for landscape plan conformance.
Review plans distributed by the Planning Department for compliance with Park Department goals and criteria.
Serve as a member of the Parks Department management team and the City's management team.
Takes leadership of and provides direction to staff; ensures resolution of problems.
