The primary responsibility of the Director of Research Information Technologies (DRIT) position is to provide operational oversight of the clinical research information systems teams at UW Medicine under the guidance and strategic leadership of the Chief Research Information Officer. The DRIT will direct, oversee, and manage the teams which support the research informatics solutions for UW Medicine. These platforms include the clinical trials management system IT implementation team, the Northwest Biotrust consent process, the Translational Research and Innovation Lab in collaboration with the Health Sciences Library, and the Institute for Translational Health Sciences (ITHS) biomedical informatics platform teams. The ITHS teams include the clinical study data collection platform (RedCap) group, the Electronic Health Record research consulting, and the infrastructure development team. The number and focus of teams may fluctuate to meet strategic priorities. Under the direction of administrative and scientific leadership, this person leads the research, design, development, testing, implementation and maintenance of highly complex information systems (some locally developed, some open source, some commercial) that are used in support of research initiatives at UW Medicine.
The DRIT is responsible for providing professional leadership, encompassing design and implementation of management processes in coordination with customers, IT Services team managers and members, and vendors. The position is also responsible for ensuring that the teams have process documents, support procedures, documentation and necessary resources to accomplish their functions.
Due to the complexity of the research IT needs at UW Medicine, the overall leadership of the research informatic platform teams by the DRIT will be tightly coordinated with the Chief Research Information Officer (CRIO). The CRIO is a faculty member with a background in biomedical informatics and enterprise research information systems. The CRIO will be responsible for development and refinement of the vision and strategic plan for clinical and translational informatics at UW Medicine. The CRIO will engage faculty to enable usage and support for platforms developed by the DRIT. The DRIT and CRIO will jointly work on assigning and coordinating faculty and staff of specific platforms and informatic projects.
Because of the broad and complex nature of UW Medicine, its information systems and the close interactions between the clinical, financial, QA/QI, operational and research systems and their applications, the DRIT must develop strong working relationships with ITS leadership. Accountability to the Chief Operating Officer of UW Medicine IT Services (ITS) will ensure consistency with ITS practices and procedures in a complex, diverse IT environment and is intended to support strong linkages with clinical and business operations. The position reports directly to both the COO of ITS and the CRIO as described above. Collaborative relationships with ITS directors, including the Director of Clinical Applications responsible for EpicCare and Cerner, the Director of Enterprise Business Systems willl be essential in balancing the needs of the clinical and business space with those of research. Because of the dependancy on data and analytics, relationships with both the Director of Analytics and the Chief Analytics Officer will be important. The interdependency of business, clinical and research clinical systems and their associated workflows and data necessitates a collaborative and cooperative rapport between these leaders.
The DRIT will work with diverse UW Medicine personnel, such as administrators, directors, managers, physicians, staff, and vendors to ensure that system design, implementation, and ongoing support meets client business requirements.
UW Medicine includes a complex inventory of information systems. Data warehouses within UW Medicine must integrate this information and its vocabularies and syntax, and present it in a consistent manner. The incumbent must be able to work with a diversity of both technology and staff.
This position promotes the implementation of UW Medicine IT Services' strategy, focusing on providing our customer community with well-supported services and tools consistent with meeting federal, state, and accreditation regulations, standards and guidelines for UW Medicine. The position will be responsible to the Chief Research Information Officer (CRIO) and the Chief Operating Officer (COO) of UW Medicine ITS and receives strategic guidance from an Executive level governance committee (the Research Informatics Advisory Committee). The DRIT under the guidance and strategic leadership of the CRIO would be responsible for leading the overall Research IT unit and would including working with CRIO on strategic planning, and leading implementation, budgeting, staffing and supervision of both professional staff and faculty involved with research data platforms at UW Medicine. The DRIT would likely work with faculty in the Department of Biomedical Informatics and Medical Education (BIME) on research IT needs in research projects and other activities.
Project Management (40%)
Develop and manage complex projects using standard project methodologies.
Perform initial project analysis and planning, including feasibility studies, proposals and detailed tasks lists; determine scope and duration of projects, plan future systems development and maintenance. Coordinate with other teams (internal and external) to facilitate implementation of integrated project deliverables.
Oversee collaborations with other institutions such as the Fred Hutchinson Cancer Research Center and Seattle Children's Hospital.
Work with the ITHS Executive Director to implement planned IT infrastructure and translational research enabling projects.
Ensure that status reports are prepared as required for IT Services management, teammates, customers, advisory committees, and other groups as required.
Ensure that departmental and team standards are followed for programming, configuration control, and quality assurance and version releases.
Maintain knowledge of and adhere to all UW Medicine policies and procedures.
Participate in Continuous Quality Improvement (CQI) processes as assigned.
Keep abreast of applicable state and national regulations and directions for healthcare including electronic medical records, health insurance reform, and other regulations that can impact hospitals, healthcare reporting, data warehousing, and patient and financial data.
Provide leadership for execution of overall enterprise research informatic strategy.
Ensure execution on data platform development efforts.
Participate in strategic planning of ITS in the area of information technology and clinical research data.
Set standards of customer service and quality, championing their needs and expectations.
Integrate diverse work teams and members into a cohesive, functional research informatics team
In conjunction with the Chief Research Information Officer, coordinate the work of team members. Assign work and see that assignments are completed within specifications and specified timelines to meet Service Level Agreements (SLA's).
Work with team managers and customers at leadership level to identify needs for enhancements, business requirements, and priorities.
Lead work group meetings related to development, ongoing support, and maintenance.
Exercise organizational leadership to analyze, plan, design, develop, implement, and support complex applications and processes.
Accept responsibility for professional and technical development; perform self-directed technical and professional training to stay current with technology.
Project-specific IT budget oversight.
Provide management, coaching and supervision of the managers of six teams of technical staff.
Responsibility for oversight, advice and recommendations to managers below the DRIT regarding hiring, promotions, salary adjustments, terminations, assignment of work and reviewing work.
Data Management, Platform (20%)
Manage the process of ensuring that the production environment and processes meet the turnaround, response time, data quality, and reliability requirements of the client community.
Working independently, direct the implementation, maintainance and support of applications for enabling clinical research.
Direct rigorous quality assurance testing through all phases of development to ensure that high quality products are released.
Responsible for defining hardware and software recommentions, including PC based functions.
Investigate and handle complaints relating to application performance. Initiate corrective action to resolve problems discovered.
Create and maintain documentation, such as knowledge base, upgrade instructions, etc.
Exercise initiative, follow-up and effective prioritization in performing and coordinating tasks.
Protect confidentiality of provider, patient, and employee information with an understanding of current HIPAA regulations.
Facilitate BIME faculty interactions with Research Information Technology (RIT) project teams.
What you'll bring to the table: (minimum requirements)
Bachelor's degree in an Information Technology or Biomedical Informatics focused discipline (Computer Science, Biostatistics, Biomedical Informatics, Health Care Information, Business Management).
At least five years working in academic research environment.
At least five years of progressive supervisory/management experience.
At least five years of experience in a complex health care environment.
At least two years of experience in data warehousing and biomedical informatics platforms.
Ideally, you'll also have: (desired skills and experience)
Master's degree in an Information Technology or Biomedical Informatics focused discipline (Computer Science, Biostatistics, Biomedical Informatics, Health Care Information, Business Management).
Doctoral level training in an analytics focused discipline.
Experience with clinical trials management system software.
At least two years of experience with McKesson and/or Epic and/or Caradigm/Amalga analytics, reporting and data warehousing applications.
Familiarity with research budgeting models.
Familiarity with web based software engineering, databases such as MySQL and SQL Server, and clinical information technology environment.

The individual in this position is expected to work normal daytime hours. However, significant off-hours and weekends may be needed to resolve problems and during implementation and maintenance activities. This individual is also expected to be available for call on a 24x7 basis as needed.
Because of the physically separated sites for UW Medicine, this position requires the ability to quickly access sites, using personal means of transportation. Travel to/from includes, but is not limited to, UW Medical Center, Harborview Medical Center, downtown Seattle, and other facilities which are affiliated with UW Medicine.
