JOB SUMMARY: The executive vice president for finance and administration (EVPFA) reports directly to the President and is a key member of the senior leadership team working in close partnership with the team to plan and implement the university?s overall strategic objectives and strategic plan Momentum.
The EVPFA will join a university culture that values both highly collaborative and consensus-driven approach and one in which the ability to forge strong working relationships and partnerships across divisions is particularly valued.
The EVPFA is a newly formulated role at Adelphi University created as a result of careful consideration of campus needs as well as a review of best practices among peer institutions nationwide. The new position realigns several existing units ? including business services facilities public safety human resources employee relations and finance into two divisions: finance and administration. As seen in the chart below for areas supervised the EVPFA will have oversight and responsibility for the offices and departments within divisions of finance and administration including accounting business reporting and systems procurement and travel services treasury enterprise risk management policy and internal control facilities planning design construction and operations real estate utilities environment health and safety services human resources and public safety. The finance and administration divisions play a broad and principle role overall in advancing the university?s mission by providing fiscal leadership safeguarding financial assets and resources ensuring regulatory compliance and providing timely delivery of a wide array of business facilities and other services to internal and external constituents. Additional but equally important responsibilities to be assumed by the EVPFA involve working closely with various internal and external constituencies and partners governmental and community organizations related to financial operational human resource and capital matters. OPPORTUNITIES AND EXPECTATIONS FOR LEADERSHIP Within the broad and demanding array of responsibilities associated with this position the EVPFA will want to give particular attention to the following leadership challenges and opportunities: Develop a Strategic Partnership with the President and Provost As Adelphi implements its far-reaching and forward-looking comprehensive strategic plan Momentum the need for strong financial planning in support of the institution?s strategic initiatives has become increasingly clear. The constraints and uncertainties of the current economic climate have also contributed to the sense that greater financial strength and acumen is needed on the senior leadership team. The President and Provost would welcome the financial expertise of the EVPFA to support and assist their efforts to analyze evaluate and prioritize the viability of the various long and short range strategic initiatives under consideration. More importantly once specific initiatives have been selected the university will rely on its senior financial leader to create and develop innovative funding options in identifying potential revenue sources and how best to leverage them including consideration of public-private partnerships and alliances with other academic institutions governmental agencies or non-profit organizations. Provide Financial Expertise The EVPFA will play a central role in advancing the university?s financial initiatives through the careful identification use and stewardship of resources. The EVPFA will need to work closely and collaboratively with the Provost throughout the budget development process offering advice and analysis as various budget scenarios are considered. The EVPFA will be expected to play a key role in monitoring the university?s budget and supporting the Provost and other senior leaders and deans in setting budget priorities identifying and allocating resources and working to develop entrepreneurial alternatives that optimize funding options in support of the university?s academic mission research agenda and ambitious aspirations. Participate in Momentum Implementation The EVPFA will have a central and critical role in the implementation of the university?s long-range strategic vision?Momentum?that will make strategic investments that support faculty and the entire educational enterprise. Momentum is in the first phase of implementation and is planning for growth both in Garden City and Manhattan. The EVPFA will be among the key group of senior leaders from the university who will be identifying the financing options and developing the resources and revenue streams in support of this exciting and critically important growth endeavor. Advocate Proactively with Internal and External Constituents The EVPFA plays an essential role in the creation and on-going cultivation of internal collaborations with counterparts across the university and its affiliated organizations that enhance Adelphi?s ability to maximize resources and achieve objectives of mutual interest. Similarly the executive vice president is also the key contact responsible for engaging many external constituents whose organizations are crucial to the success of the university?s endeavors. Working with financial leaders in other academic institutions state local and non-profit agencies and organizations the EVPFA will be expected to model best practices and to pursue strategic alliances that enhance and expand the collaborative partnerships that allow Adelphi to thrive. Enhance Business Operations Service Quality Revenues and Efficiency A key and on-going expectation for the EVPFA is to create and foster an organizational culture and infrastructure that supports operational excellence delivers quality customer service and promotes optimal efficiency. He or she will analyze current administrative practices in an effort to develop and implement more effective and efficient procedures to enhance delivery of services as defined by current best practices and supported by measurable standards and to develop additional revenue to support the campus. The EVPFA will also take a leadership role in Adelphi University?s efforts towards administrative alliances to share some services and achieve greater operational efficiencies.
RESPONSIBILITIES and DUTIES:
Creating and implementing a broad and compelling vision and sustainable business plan for the Divisions of Finance and Administration and assessing their effectiveness;Providing continuous evaluation of short and long?term strategic financial objectives;Producing budgets forecasts and other financial statements and reports;Providing executive management with advice on the financial implications of business activities the costs of strategic priorities and options for funding strategies;Ensuring that effective accounting controls are in place and ensuring compliance with Generally Accepted Accounting Principles (GAAP) and applicable federal state and local regulatory laws and rules for financial and tax reporting;Fostering collaborative relationships with auditors;Managing the ongoing operation and maintenance of the University?s physical infrastructure;Developing and implementing long range capital plans;Negotiating major contracts for the University; reviewing and executing existing major contracts;Creating and sustaining an environment of service excellence effectiveness and innovation;Leading and supporting the Division?s commitment to contributing to a diverse and multicultural university;Ensuring effective strategies to address security safety emergency planning and risk management;Engaging collaboratively with the Village of Garden City Manhattan and the university?s other locations on issues related to capital planning transportation and safety;Supporting the University?s management of human capital;Collaborating with other senior leaders throughout the University to proactively address emerging needs and successfully undertake new opportunities;Directly supervising leaders of the Divisions of Finance and Administration; andPresenting budgets capital projects and initiatives to key stakeholders such as the Adelphi Board of Trustees and internal community.

Experience/knowledge in the field
Understanding of the mission of the University and the issues facing higher education; experience working at a university would be desirable as would experience with central and remote campus locations;Administrative ability including budget and financial management processes strategic planning policy formation and personnel management;Familiarity with major construction renovation and maintenance programs understanding of facilities management capital construction real estate development campus master planning and business operations;Clear and informed understanding of federal policies that govern compliance and of legal restrictions that affect program activities;Ability to provide critical conceptual and strategic thinking to important financial academic and administrative issues across the university;Expertise in budget development and implementation familiarity with a wide variety of financing techniques financial and ratio analysis debt management and bond issuance as well as familiarity with business and finance operations in a major academic system;Successful experience managing a large-scale organization of staff that includes financial services and facilities professionals;Ability to engage the Board of Trustees; state representatives legislators corporate and other external stakeholders in the goals of the institution;Skill as a negotiator and experience reviewing and realigning systems policies and personnel; and ability to lead in a unionized environment.
