Reengineering & Expense Management Department (REM)
REM works in close partnership with the businesses within Morgan Stanley and supports functions to identify and execute opportunities to manage expenses through strategic sourcing, demand management, process reengineering, procurement management and sales and use tax optimization.
IT Sourcing is part of the REM department. It partners with the Firm?s business units to identify best practice solutions that will manage global costs and processes surrounding the acquisition of all IT related goods and services.
The Sourcing Professional will manage complex sourcing/purchasing of Telco Services covering Hardware, Network Services and Wireless sub categories for Firmwide Sourcing, reporting into the EMEA Head of Telecom Sourcing.
- The candidate will work with internal clients to gather business requirements quantify service levels identify deliverables and terms and conditions.
- Will be responsible to solicit competitive bids from multiple suppliers using sourcing tools such as the quoting process, electronic tender and/or reverse auction before evaluating/scoring bids.
- Negotiating with suppliers on price, service levels, scope of work and terms of business to achieve value for money for the company.
- Developing and implementing RFI/RFP/RFQ's (including eRFx), negotiating with vendors, as well as drafting vendor contracts.
This position will require the incumbent to work in a multifaceted and cross-functional environment and the individual must have a firm understanding of sourcing including ecommerce, sourcing strategies and solid knowledge of system technology.
The ideal candidate will be a sourcing professional in the Telco commodities spend, globally. The ideal candidate will also have specific knowledge of the European Telecom environment and be a subject matter expert in at least one of the telecommunication sub categories.
-Understand the needs of internal stakeholders and provide effective sourcing strategies and solutions that match demand
-Manage key vendor relationships that can provide support of business demand
-Support strategic projects that leverage global vendor relationships for cost advantage and quality transactions from a shareholder perspective
The individual will be expected to:
-Build effective and trusted relationships with internal clients
-Lead and support contract negotiations, working with Legal and Stakeholders
-Support and enhance critical strategic objectives (e.g. help the firm meet cost reduction targets)
-Build and maintain relationships with Stakeholders, advising on sourcing options and strategies
-Leading and expediting vendor selection
-Understand the nature and scope of the firm's vendor relationships
-Negotiate, manage and monitor vendor agreements that protect firm?s interests
-Work on projects aimed at lowering the firm's total Telco spend
-Hardware (Voice and Networks)
-Excellent relationship management skills to build trusted relationships
-Strong project management and organizational skills
-Able to develop category plans and account plans
-Broad Telco Proficiency
-Broad Procurement Proficiency
-Knowledge of the key aspects of Telco legal contracts including metrics and service level agreements
-Strong oral and written communications skills
-Strong IT & Telecommunication knowledge and understanding of Telco issues and challenges.
-Strong knowledge and understanding of sourcing options and their strengths and weaknesses
-Strong negotiation skills.

-Strong knowledge and proficient in Microsoft Office products (Excel & PowerPoint especially)
