Reporting to the SVP, General Counsel and Secretary this role is accountable for the strategic leadership of the Corporate Security & Investigations function nationally. The Chief Security Officer (CSO) oversees all activities relating to the development, implementation, maintenance, and adherence of Symcor’s corporate security program, policies, standards and procedures which includes all aspects of physical and personnel security, as well as investigations and corporate emergency response.
Provide leadership, advice and counsel to all members of the Senior Leadership Team, Legal Department, and Corporate Security Department
Governance responsibility to ensure all members of the Executive, Audit Committee and the Executive Risk Advisory Committee (ERAC), management and clients are updated with all matters relating to the Company’s security posture, progress of program implementation and issues
Provide Subject Matter Expertise regarding Physical Security, Investigations, Loss Prevention, Personnel Safety & Security, and Corporate Emergency Response
Accountable for the strategic implementation and advisement of enterprise-wide physical security risk assessments and appropriate security protocols to mitigate risks identified
Advice and counsel the Operating Committee and Senior Leadership Team on the introduction of new or existing processes or products to minimize security breaches
Develop and ensure timely execution of security policies, practices, procedures, and ensure policies remain current and accessible to all employees
Ensure the communication and adherence to applicable federal, and/or provincial laws as well as industry standards and regulations as it relates to financial industry security to ensure organizational adaptation and compliance
Oversee the execution of security strategic planning: security organization plans, performance plans, financial plans, etc.
Direct, develop, and institute security programs for personnel, facilities, and loss prevention programs across the enterprise
Accountable for security policy and program effectiveness via inspection process;
Oversee the execution of annual vendor security compliance audits to validate their compliance to contractual obligations to Symcor and our clients, report findings to Executive and clients where necessary
Oversee and manage activities of security personnel and adherence of security processes of Symcor’s suppliers
Accountable for the consistent and effective response to security incidents; ensure the department maintains proper incident records for historical and regulatory purposes
Ensure adherence to Canadian Industrial Security Polices, accountable to maintain appropriate security clearance levels for the organization, direct, develop and maintain an internal Industrial Security Program to meet Federal requirements and liaise during audits/inspections performed by Federal Industrial Security Inspectors
Provide strategic leadership with regard to security capabilities and program alignment as it relates to growth and new business during RFP’s, RFI’s, RFQ’s and Project Teams
Ensure adequate security and risk due diligence exercises are executed when engaging new vendors globally
Serve as the Executive Liaison Officer on behalf of Symcor on the Banking Crime Prevention and Investigation Office (BCPIO) of the Canadian Bankers Association
Establish and maintain relationships with Clients’ Heads of Security, liaising with clients as required with respect to proactive and reactive security issues
Communicate risk mitigation/elimination strategies to our Clients
Liaise with senior-level Federal, Provincial, and Municipal levels of Law Enforcement and the Intelligence Community
Provide oversight and leadership with respect to joint investigations involving client corporate security entities
Oversee, and in special circumstance, conduct highly sensitive internal investigations as they relate to criminal behaviour or procedural compliance
Responsible for overseeing the legal and effective use of suspect and witness interviews, obtaining statements and confessions, conducting covert surveillance of suspects, gathering of forensic evidence
Accountable for the delivery of detailed investigation reports and recommendations to the Executive as well as the Judicial System in order to determine appropriate response to investigative findings. This may include but is not limited to: Testifying as an Expert Witness in court on behalf of the corporation, participating and giving evidence in arbitrations, seeking financial restitution on behalf of the corporation, ensuring the recovery of assets
Provide counsel and leadership with regard to Business Continuity Planning as it relates to security and emergency response
Crisis and Incident Management: Interacts with Security Executives of our clients in the event of a security incident; provide leadership internally to our client relations and operations executives in such events
Senior member of the Corporate Emergency Response Team;
Initiates, facilitates, and promotes enterprise-wide activities to foster security awareness within Symcor
College Diploma/University Degree in Business/Law and security, psychology or criminology and /or equivalent work experience
Security Industry Designation required
Minimum 15 years’ industrial and/or financial industry security management experience
Working knowledge of all areas of industrial security, loss prevention, fraud management and investigations
Certified Protection Professional (CPP)- an asset
Demonstrated experience in International security trends and loss prevention strategies
Strong time management and organization skills
Excellent communication skills (written and verbal)
Strong technical writing skills – an asset
Ability to interact with individuals at all levels within the organization
Flexibility to travel across Canada. All Symcor Operations across North America to be serviced
Must have a valid passport and be eligible to travel to the United States and India
Must be able to obtain and maintain a Level II (Secret) Security Clearance with the Government of Canada
Must possess a valid driver’s license and must have a reliable vehicle for transportation locally
Flexibility to work weekdays, possible evenings and weekends, as well as on-call
