UW Medicine is comprised of Harborview Medical Center, Northwest Hospital & Medical Center, Valley Medical Center, UW Medical Center, UW Neighborhood Clinics, UW Physicians, UW School of Medicine and Airlift Northwest. In addition, UW Medicine shares in the ownership and governance of Children's University Medical Group and Seattle Cancer Care Alliance (a partnership between UW Medicine, Fred Hutchinson Cancer Research and Seattle Children's). ITS is responsible for the ongoing support and maintenance of the infrastructure and applications which support all of these institutions, along with the implementation of new services and applications that are used to support and further the UW Medicine mission. The person in this role will be responsible for fiscal support for the department of UW Medicine IT Services in the areas of finance and general fiscal operations.The Fiscal Specialist 2 will be responsible for fiscal support for ITS in the areas of purchasing, travel compliance and related administrative services. Exercises independent judgment to make fiscal determinnations; anticipates and prevents potential issues; troubleshoots and resolves problems to support accurate and timely purchase requisitions for various categories including but not limited to, equipment, software, and services.Responsibilities include:ProcurementAnalyze and processes purchase requests through online requisitioning, approval, and procurement systems. Claims, reviews and coordinates requisition approvals. Inputs requisitions into various procurement systems, distributes attachments and updates systems. Places orders directly with the vendor under certain conditions, including use of a procurement card (ProCard). Reconciles and updates monthly ProCard transactions.Ensures sole source justification or contract are properly noted on requests for large orders, or working with ITS staff and a UW Buyer to have the order go out to bid.Analyzes and reviews statements of work, sole source justifications, and contracts as needed to ensure compliance with UW and UW Medicine ITS policies and procedures.Analyzes and reviews orders for taxability and compliance with UW and ITS policies and procedures.Tracks open requisitions, follows up on queue of open orders to address issues that could affect order quality or timelines.Provides purchase order status updates to staff, answers questions and troubleshoots ordering and receiving issues.Provides adhoc reporting and analysis of departmental purchases to internal customers and stakeholders.Consults with supervisor and budget owners to assist in resolving budget variances.Track and manage the department owned cell phone and MiFi accounts.Maintain the consulting contract and order information in various systems.Analyze and anticipate expiring contracts and purchase orders and coordinate with appropriate contacts to confirm expiration or renew.ReimbursementServes as the departmental compliance approver for online travel expense reports. Serves as travel coordinator for some teams in the department. Including working with a travel agency for booking flights, working with hotels to schedule lodging, and coordinating transportation options. As well as processing Expense Reports and other reimbursement requests through online systems.Ensures that travl and reimbursement processes are consistent with UW and ITS policies and procedures.OtherProvides education and training to staff as needed on procurement, receiving, travel, and reimbursement policies and procedures.Prepares fiscal files for transfer to UW Medicine Records Management, shredding or moving to a different location. Updates associated records; updates the index of fiscal area files and locations of files.Assists in the maintenance of process documentation via SharePoint.What you'll bring to the table:Two years of experience at a level equivalent to Fiscal Specialist I AND 15 quarter hours or 10 semester hours of college level accounting, or equivalent education/experience.Additional Department Requirements:Two years of experience (referenced above) should include:2+ years' experience with purchasing must be included in the experience noted above.Proficiency in Excel, with solid experience creating spreadsheets and formulas, and manipulating and summarizing data.Ideally, you'll also have:Must be highly organized to process a large volume of documents and e-mail.High degree of accuracy and attention to detail in inputting purchase requisitions and numeric calculations.
