Under general direction, works on operational and/or procedural assignments that require the exercise of considerable discretion and independent judgment. Tasks involve the handling of confidential information. Understands implications of work and makes recommendations for solutions. Determines methods and procedures on new assignments.
Under general supervision and direction, incumbent serves as the HR Assistant within Employee Relations providing a wide variety of comprehensive human resources administrative support services generally focused on the Information Technology Services (ITS) department. This position is responsible for full coordination of staff employment, new hire onboarding, staff separations, service credit, benefits counseling, records management, and all corresponding daily transactions in Personnel Payroll System (PPS). Incumbent prepares, extracts, manipulates and analyzes employee data from various sources.
This position also provides back-up assistance to the Senior Human Resources Analyst whose primary focus is ITS.
Must have access to reliable transportation.
Occasional evenings and weekends may be required.
Overtime and weekends may be required.
Working hours are 8:00am - 4:30pm Monday - Friday.
Thorough knowledge of administrative procedures and processes including word processing, spreadsheet and database applications. Proficient in the use and knowledge of computer systems, electronic mail, web-based applications, word processing, database and spreadsheet software (such as Word, Excel, PowerPoint, Outlook, Access, etc).
Requires good verbal and written communication skills, active listening, critical thinking, multi-tasking and time management skills. Proven interpersonal and communication skills, both oral and written.
Must have strong writing skills; ability to communicate clearly and effectively using well organized prose, correct grammar and spelling. Ability to proof and edit work.
Knowledge and practice of calculating skills for basic clerical accounting. Strong, accurate mathematical skills. Experience working with numbers under a deadline.
Skill in addition, subtracting, multiplying, and dividing whole numbers, fractions, and decimals. Skill in computing ratios, rates, and percentages.
Demonstrated knowledge of employee benefit plans and ability to communicate this information to employees. Demonstrated ability to complete employee benefits forms.
Requires interpersonal and work leadership skills to provide guidance to other non exempt personnel. Adherence to and ability to employ the UCSD Principles of Community.
A Bachelor's Degree or certificate in Human Resources or similar field with two to three (2 - 3) years experience; or equivalent combination of education and experience.
Knowledge of human resources policies and procedures in the areas of onboarding and separations. In-depth knowledge of policies and procedures governing personnel, and administrative processes. Ability to analyze and make recommendations based on state, university, campus and divisional policy statements.
Proven self motivation to originate documents and written work to meet specific University guidelines and to independently follow tasks through to completion and to take ownership of work performance.
Ability to work effectively with frequent interruptions, stressful situations, changing priorities and conflicting deadlines while always maintaining diplomacy and professionalism.
Ability to act on initiative and exercise independent judgment in executing functions and maintaining absolute reliability in handling confidential and sensitive matters. Ability to provide individual or group training and instruction to management and staff.
Knowledge of bargaining units preferred.
