Richmond District is seeking a multi-talented individual to serve as the Residency Administrator for the South Hill Residency serving Mecklenburg, Brunswick, and Lunenburg Counties. This position will serve as the focal point for all VDOT services in the assigned residency and be the primary contact for local government and their liaison with VDOT functions as those functions impact the local geographic region of the residency. You will communicate with stakeholders, media and employees to provide appropriate and authoritative information about business plans and actions; participate in or conduct meetings with various public agencies and citizen groups; represent VDOT and the district’s business needs and interests to committees, groups and public forums; investigate/respond to concerns of a wide range of VDOT internal/external customers; and manage the residency team to deliver programs/services. You will develop Six Year Plan (SYP) priorities and program strategies and work with District staff to develop the program; work with District engineering, construction, traffic engineering staff, etc. to provide local context and direction regarding project delivery and to receive briefings on project scope and status; facilitate discussions on sensitive land development issues between local/private/technical staff; review development plans to ensure the designs meet local government needs; and administer maintenance budgets/projects and expend funds appropriately. The incumbent will identify trends and project future needs to promote planning, allocation of resources and delivery of services through evaluation, analysis and strategic planning processes; manage Maximum Employment Level (MEL) to ensure and reflect the most effective management of budgets and resources; manage residency to ensure a safe/healthy work environment; manage fiscal, inventory and budget programs; develop sound and thorough budget requests and ensure expenditures do not exceed allocations; provide strong leadership to Residency safety program; ensure all employees are properly trained to carry out emergency response duties; conduct all emergency operations in compliance with FEMA and FHWA regulations regulations; carry out emergency duties; and perform additional engineering responsibilities as assigned.

Knowledge of federal, state transportation rules, regulations and policies. Working knowledge of transportation engineering principles and practices. Demonstrated ability to manage and direct the activities of a large-scale multi-faceted public service operation including budgeting, prioritizing, scheduling, training, and problem solving. Ability to communicate effectively both orally and in writing; to work effectively with customers with multiple needs or interests to resolve issues; to lead people and get results through others. Exceptional interpersonal and team building skills. Skill in the use of computers and software programs to include MS Office. Valid driver’s license required.
Graduation from an accredited college or university with major course work in civil engineering, public administration or a related field; or a combination of education, training and experience which demonstrates the ability to perform the duties of this position. Progressively responsible experience in the management of transportation programs and projects of varying complexity. PE License preferred.
